Frank Cadogan Cooper, later Cowper, was born at Wicken Rectory, Northamptonshire, where his maternal grandfather Revd Edward Cadogan was the local rector, on 16 October , eldest child of Frank Cooper (18 January �28 May ), a schoolmaster, author and early pioneer of coastal cruising in yachts, and his wife Edith Elise née Cadogan (21 July �18 November ), also an author, who married at Wicken Parish Church on 28 December , but they had separated by , the couple had eight children, four boys and four girls, the first five children were registered as Cooper and had their names changed to Cowper when their father changed his name in In , Frank was a 3-year-old, living at Kivernall House, Hordle, Lymington, Hampshire, a school kept by his year-old father Frank, with his year-old mother Edith, and siblings Edith Alice Magdalen 2 and newly born Lionel Ernest Cadogan with several boarding pupils and servants. In their mother was living at Lisle Court, Wootton, Isle of Wight, Hampshire with two sons, including Frank, and four daughters. Frank was educated at Cranleigh School, Surrey before going on to study art at St John's Wood S

Frank Cadogan Cowper was born in Northamptonshire in His mother Edith Cadogan, a prolific children’s author, was the daughter of the Rector of Wicken. His father, Frank Cowper, who came originally from the Isle of Wight, was a successful travel writer who also penned the occasional romantic tale or ghost story. Spending his formative years at the Wicken Rectory and being brought up in the faith of the Plymouth Brethren, it is no wonder that the young Frank Cadogan Cowper would continue to uphold Victorian values and find himself guided by the principles of Victorian Art for the rest of his life. Even his dress sense was marked by his preference for wearing very high collars, long after they had become unfashionable. After an education at Cranleigh, he enrolled at the St John’s Wood Art School in and, a year later, became a student at the Royal Academy schools in London. The retrospective exhibitions of pictures by Ford Madox Brown in and of works by Millais and Rossetti in had a very obvious influence upon the young artist’s emerging talent. Born in Northamptonshire, Cowper studied at the Royal Academy whichlanded him his first exhibition. He then went on to study under Edwin Austin Abbey. Cowper is known as 'The last of the Pre-Raphaelites'.

Cowper mainly worked using watercolours and oils, producing book illustrations. In his later career he produced more portaits alongside his book illustrations. Notably, he contributed a mural to the Houses of Parliament, alongside Byam Shaw, Ernest Board, and Henry Arthur Payne.
