Q&A with Biniam Gebre

Biniam Gebre is Pathfinder’s first President, Africa. In this leadership role, he supports the roll out of Pathfinder’s country-led strategy, which is building a more equitable and inclusive organization—one whose priorities are driven by established deep bonds of trust with local partners contributing to resilient health systems and changing lives for the better. He is a father of two young girls and is striving to be the ‘Best Dad in the Universe.’

What brought you to Pathfinder and what motivates you to serve in this key leadership position?

What brought me to Pathfinder was its mission to serve women and girls in low- and middle-income countries, and particularly, its focus on reproductive health and rights and giving agency to women and girls. I joined Pathfinder to focus on issues I care about—things connected to my daughters and background. I am from East Africa, raised by a single mom.

I took on the interim President, Africa position because I love Pathfinder. I believe in Lois Quam’s vision and leadership, and Pathfinder’s fearless energy to be a role model for how to be locally led. I am energized about doing everything

Biniam Gebre is a leader in the private sector and government, with more than 15 years of experience building public-sector partnerships and leading complex modernization initiatives with government partners.

Biniam is co-founder of Citizen Codex, a creative agency that brings the power of data journalism to communicate research findings and inspire. He is also co-founder and CEO of Element14, a consulting firm that brings together analytics, advice, and digital communications in services of government leaders.

Previously, Biniam was managing director at Accenture Federal Services, where he provided advisory services to government clients, focusing on data analysis, advanced technologies, and artificial intelligence. Before joining Accenture, he was a partner at Oliver Wyman, where he led financial service companies and government agencies on risk analytics, organizational design, and culture change. His experience at the U.S. Department of Housing and Urban Development during the Obama administration gave him an in-depth perspective on how to leverage new technologies to help the government better interact with and serve citizens.

Biniam Gebre is an unknown commodity in the federal acquisition community. Basically when President Joe Biden picked the former appointee of the Department of Housing and Urban Development to lead the Office of Federal Procurement Policy, there was a collective “Who?” from current and former federal acquisition executives.

And on paper, Gebre has no discernable experience with federal acquisition beyond working for Accenture Federal Services. He majored in chemistry as an undergraduate and received his Master’s in finance and economics from Northwestern University’s Kellogg School of Management.

As I was contacted from these acquisition friends about the White House&#;s decision to nominate Gebre, it occurred to me that the similarities between him and former federal chief information officer Suzette Kent are striking. Like Gebre, Kent had no discernable experience to be the federal CIO. Her background, based on her LinkedIn profile and biography provided by the White House, offered no real evidence she was qualified to be federal CIO.

But what we couldn’t tell about Kent was her understanding of people and how to get them to work together toward common goals.
