The PPRA is a state-run regulator for the property sector. It is intended to act as a watchdog for estate agents.
Chairperson Steven Ngubeni told the media on Wednesday, 7 September that soon after the new board was appointed they received a report from the Public Service Commission, based on a whistle-blower’s damning allegations against the PPRA’s CEO, Mamodupi Mohlala. She, however, declined to respond.
Months later, on 28 March , the board placed Mohlala on a precautionary suspension and launched a forensic investigation.
On 13 July , the board gave an update, saying that based on the preliminary findings, further serious allegations against the CEO and other staff members had been made. It then subjected her to a disciplinary process and referre
The Board of the Property Practitioners Regulatory Authority ( PPRA ) welcomes the decision of the court handed down on the 14th of April , putting to rest with certainty the unwarranted assertion that the PPRA Board was unlawfully and illegally appointed. In the same token, the court’s decision dismisses the assertion that the precautionary suspension of Ms. Mohlala-Mulaudzi was unlawful and ultra vires.
The Court upheld that the primary trigger for litigation was the “precautionary suspension” of the applicant by the Board. With the court ruling that the exercise of powers by the Minister was in fact, lawful and legal, thus the appointment by the Minister on 26 November remains valid. It therefore follows that the PPRA Board is entitled to the exercise of the powers conferred to it by the Property Practitioners Act, including the power to place Ms. Mohlala–Mulaudzi on precautionary suspension, as exercised on 25th March The Court accordingly dismissed the challenge by Ms. Mohlala-Mulaudzi.

A bad tempered battle is brewing between Mamodupi Mohlala-Mulaudzi, the now suspended CEO of Property Practitioners Regulatory Authority (PPRA), and the office she used to head, the Pension Funds Adjudicator.
On March 28, the PPRA suspended Mohlala-Mulaudzi based on two specific allegations: that there were irregularities in how certain staff members had been hired, and that she’d withheld some employees’ pension fund contributions.
This last allegation contains added spice precisely because Mohlala-Mulaudzi was herself the Pension Funds Adjudicator between May to October &#; so she ought to have known what the rules were around withhold retirement contributions.
Steve Ngubeni, the chair of the PPRA, told Today’s Trustee: &#;she has been suspended because of the negligence in her duties and ignoring the law.” Nonetheless, he said, the suspension is &#;precautionary&#;, so she will continue to earn her full salary until the investigation is completed.
